Back as Delta School Board chair, Windsor urges better ELL funding

The Delta School Board, at its Nov. 7 inaugural annual meeting, elected trustee Val Windsor as chair.

She was acclaimed with no one else’s name put forward.

First-term trustee Joe Muego, a former Delta District Parent Advisory Council chair, was selected as the board’s vice-chair, also by acclamation.

Windsor, a retired teacher and past president of the Delta Teachers’ Association, has been involved in public education for more than 50 years.

She served as a school trustee since 2011, held the position of vice-chair from 2013 to 2018 and was elected as the board chair for the first time in 2019.

Windsor and all but one member of the Delta School Board (Nick Kanakos) were elected in last year’s municipal elections under the Achieving for Delta slate.

The current board has several new faces and Windsor said they have learned quickly and developed into their roles, adding trustees are working extremely well together.

Windsor serves on the Metro Vancouver English Language Learners Consortium, a group that advocates for services for immigrant and refugee students and English language learners, (ELL).

Windsor noted among the issues she’s lobbying for is continued funding for ELL students, whose special funding by the province is cut off after a certain period in a school district.

She said Delta has about 10 per cent of its students in the ELL category while Surrey is at 29 per cent.

In addition to ELL classroom support, the Delta School District provides settlement services to immigrant families with children enrolled in schools.
