East Ladner townhouse application moves to next step

A proposed townhouse development in East Ladner, that involves a land swap with Delta, will go to a public hearing.

Council on Monday granted first two readings for a rezoning and Official Community Plan amendment for the 56-unit development application, located on 60B Street near Holly Park.

The proposal for 4726, 4740 and 4752 60B St. and 6100 Ladner Trunk Rd. includes the consolidation of three residential lots on 60B Street into one parcel. The residential units would be in 13 buildings.

Vehicular and pedestrian access is proposed from 60B Street.

The application also includes a proposed land exchange with the city to dedicate a parcel at the rear portion of 4726 and 4740 60B St. for park use in exchange for acquiring city-owned land at the rear portion of 6100 Ladner Trunk Rd. for townhouses.

That city parcel is currently part of the Holly Park Reserve, where a bike pump track is located.

The existing pump track trails would be relocated to either an area to the east of the current location or to a new area at Kensington Park.

The cost to design and reinstate the pump trail tracks would be undertaken by Delta. The Parks, Recreation and Culture Department is currently in consultation with user groups and BC Hydro on a relocation plan.

Meanwhile, the realigned park boundary would provide space to accommodate a potential field expansion, according to the report, adding that the developer proposes to provide a $500,000 amenity contribution to assist with future park upgrades.

The report also notes that during public consultations, support was expressed for redevelopment of the site, which would increase townhouse unit supply and housing choice. However, “significant opposition was expressed related to the pump track area impacts, neighbourhood traffic impacts and the traffic study assessment methodology, the proposed increase in density and servicing infrastructure capacity.”

The planning department also notes that the proposed development would be sited near other townhouse developments in the area along or near Ladner Trunk Road and utilize the same pedestrian, bus and vehicular access routes to nearby services and amenities.

There are 47 trees on the subject site, all of which are proposed to be removed. There are also seven off-site trees and five municipal street trees, of which three municipal street trees are proposed to be removed.

The public hearing date for the application has yet to be announced.
