Why can’t ICBC collect a tax annually based on the number of km driven annually?

Although the number may be a small percentage, they still add to congestion via the HOV lanes when having only one passenger.

EVs still wear down the highways and by-ways while using them that are maintained by the taxes collected through fuel sales. Sure, EV owners pay tax on electricity however the cost is minimal compared to the tax on fuel and the electricity is also a lower cost.

I am not concerned about the number of EVs on the road, however, carbon fueled vehicle owners should not have to foot the bill for them on the tax issue.

Texas instituted an annual fee for EV owners to cover lost taxes. Why can’t ICBC collect a tax annually based on the number of km driven annually? I am certain a cost per km could be extrapolated out that would be fair.

What wouldn’t be fair is a road tax all drivers pay because the carbon fuel owners would just again be screwed.
