It’s an older facility that would cost millions to replace.
The City of Delta is currently undertaking a feasibility study, which will look at the option of replacing or upgrading the Winskill Fitness and Aquatic Centre.
A report to the Parks, Recreation and Culture Commission notes that under both scenarios, the planning exercise to be completed later this year looks at expanding the services offered by increasing the facility size.
The relocation option includes the potential of increasing the pool length from 25 meters to 50 meters.
Once complete, the study will have produced block diagram options of each scenario within Winskill Park, the report notes, adding that additional parking will be also be identified since existing park parking stalls are often at capacity.
The feasibility plans are evolving, however.
Funds to construct any of the options are not currently included in the 2021 to 2025 Fiscal Plan and will require special funding consideration, the report notes.
The next step in advancing the project is to better define the design and costs within a preliminary design.
During the preliminary design phase, the preferred feasibility option evolves into an actual building design that identifies specific layouts, massing, materials used, as well as mechanical systems and the pool basin.
That phase would typically cost between $400,000-to-$500,000.
Meanwhile, in a separate project, the city is also looking at relocating Winskill Park’s lawn bowling green and clubhouse, a project carrying an estimated $2 million price tag.
The commission was told funding has been identified in the 2020 to 2024 Fiscal Plan for the construction of a new clubhouse.
During the planning phases, an alternate location has been put forth to better accommodate access and improve parking, but that new location requires relocation of the bowling green, small soccer field, fitness and play equipment.
