A former Delta resident has been convicted on three charges in connection to a 2019 Delta Police investigation for child pornography.
According to Delta Police, Kevin Silen, was convicted in Surrey Provincial Court on Aug. 25 on three counts which included: possession of child pornography, secretly observe/record nudity in private place and publication of intimate image without consent.
He was sentenced at the time of his conviction and received a conditional sentence of 21 months and three years’ probation.
He will also be on the Sex Offender Registry for 10 years.
Silen is subject to a number of conditions that he must abide by for nearly five years, including:
- A curfew that confines him to his residence between 6 p.m. and 7 a.m., except for employment purposes, or written permission
- Not using any device that connects to the Internet except for purposes of employment, government communications and banking
- Not having contact with any person under the age of 16, except with written permission from a probation officer
- Not going to any public park, swimming area, community centre, theatre, daycare, school or playground, except with prior written permission
- Not consuming alcohol or drugs, except with a medical prescription.
In November 2019, Silen, who according to Delta Police moved to Surrey in September of that year, was charged with 11 counts of voyeurism, two counts of possession of child pornography and one count each of making child pornography, accessing child pornography and distributing child pornography.
According to DPD, the offences were limited to a residence in Delta and are alleged to have dated back to 2008.
