Chisholm Street in Ladner Village will end up being a one-way road.
That’s one of the proposals brought forward to council last week as the Ladner Village Revitalization Action Plan was endorsed.
One of several projects identified by Ladner Village Revitalization Staff Task Force, a one-way road concept design for Chisholm Street is being examined, considering parking, a multi-use pathway, activation space for the northern portion of the road and wheelchair access to dike trail.
In advance of projects to revitalize Ladner Village moving forward, the city initiated an engagement program to remind residents about the ideas and recommendations of the previous Ladner Village Renewal Advisory Committee’s (LVRAC), seeking feedback on several proposals.
A report to council notes the task force is focusing its revitalization efforts on what can be achieved over a five, 10 and 20-year horizon, taking action to advance not only “quick wins” which require low effort but have high impact, but also the “big bets” which require greater effort, but have high impact as well.
Funding for the various revitalization initiatives will be addressed on a project-by-project basis and as individual project updates are brought forward to council for consideration.
“The task force will develop several conceptual design options for a Chisholm Street one-way road configuration in conjunction with the tourist accommodation project. The road design will include a multi-use pathway, parking review, accessibility ramps to the dike, and streetscaping. The concept designs will be brought to council for consideration before going out to the community for focused engagement. If the design concept is supported by council, it is anticipated that a refined concept plan would be brought forward to council for consideration as part of the 2026 Financial Plan,” the report explains.
In a presentation by staff, council was told many participants during the public engagement agreed that a reconfiguration of Chisholm Street made sense, and there is already a preliminary design for a one-way street. Concern was expressed about parking.
The Ladner Village Renewal Advisory Committee, which released its final report in 2020, discussed a number of options including the redesign of Chisholm Street as a catalyst for revitalization of the waterfront and village overall.
One idea was reducing the right-of-way width and converting the road to a one-way configuration to increase the size of the upland lots to render them developable without the adjacent water lots.
The new village action plan also includes proposals for the Chisholm Street and Elliott Street wharfs, the potential tourist accommodation, Spot on the Water Park, pedestrian activities and celebrations, as well as branding and wayfinding
