Transforming the Surrey-Delta border

Several high-density projects including high-rises have already been approved for the Delta side the corridor

The City of Delta’s planning staff are currently reviewing public feedback on another proposed high-density residential development application at the busy Scott Road corridor.

The survey period has wrapped for the rezoning, subdivision and development permit proposal that would see 134-condo units in a six-storey building and 51 townhouses in eight, three-storey buildings at 11944 92 Ave., located just off Scott Road.

The site currently comprises 10 older buildings with a total of 34, two-storey townhomes with adjacent carports.

According to the planning department, the development proposal is consistent with the Scott Road Corridor (SRC) designation in the new Official Community Plan (OCP). That means a public hearing cannot be held for the application, which has not gone to city council yet for any consideration.

This summer, council gave preliminary approval for a large multi-unit residential development at the corner of 75A Avenue and Scott Road.

That development, which also adheres to the new OCP, will see 309 new market condos in a sprawling six-storey complex.

Earlier this year, council also unanimously gave preliminary approval for a major redevelopment application for the Delta Shoppers Mall site in the 8000-block of Scott Road.

That development includes four buildings ranging from six-to-32 storeys in height with a total of 876 residential units, as well as 113,554-square-feet of office space, 70,637-square-feet of commercial space and 3,418-square-feet of childcare space.

Council this year also gave final approval for the redevelopment of a property at 7728-119A St., adjacent to Scott Road, into two, six-storey residential condo buildings with 291 units.

Meanwhile, not much seems to be happening on the Surrey side of the Scott Road corridor, but that could change in the not-so-distant future.

Surrey council this summer endorsed the Imagine Scott Road Visioning Study, a comprehensive planning framework that will guide the long-term development along Scott Road and a section of 72nd Avenue.

The study outlines a vision for the area's growth, including increased density, community amenities and environmental sustainability, the City of Surrey explains.

With the introduction of RapidBus along the route, a framework was needed to guide longer-term land use planning along the transit corridor, which is one of the busiest in the region, said Mayor Brenda Locke in a news release.

The plan currently identifies three future neighbourhood plans: Townline (north), Kennedy (central) and Strawberry Hill (south).

More detailed planning and further community engagement work will occur, including for the areas around the Scottsdale Bus Exchange’s Transit Oriented Area. Staff will report back to Surrey council prior to the initiation of future Neighbourhood Concept Plans along the corridor.

Proposed zoning amendments will proceed to a public hearing following Surrey council’s endorsement.
